1st Task Force Group (TFG) Meeting of SMIIC Accreditation Council (SMIIC AC)
1st TFG Meeting of SMIIC AC was held on 02 November 2019 in Makkah, Kingdom of Saudi Arabia, hosted by Saudi Standards, Metrology and Quality Organization (SASO).
As the important outcome of the meeting, TFG Members decided to authorize SMIIC General Secretariat to prepare the draft proposal document on OIC Global Halal Quality Infrastructure with the following conditions:
- The proposal shall be developed based on the relevant OIC CFM resolutions, SMIIC Statute and the report of the “OIC Stakeholders Forum on Unified Halal Food Standards and Procedures” which was held at OIC General Secretariat, Jeddah, Saudi Arabia on 09-10 December 2015 as well as relevant SMIIC Board of Directors and SMIIC AC resolutions.
- The umbrella organization on the pyramid in the proposal shall be “designated structure” that is defined in the Terms of Reference (ToR) of SMIIC AC.
- Only OIC/SMIIC standards shall be used in the proposed OIC Global Halal Quality Infrastructure.
The TFG Members decided to hold the 2nd TFG Meeting on 01 February 2020 and proposed General Secretariat, in coordination with SASO, to hold the 4th Meeting of the Management of SMIIC AC on 02-03 February 2020 in Riyadh, Kingdom of Saudi Arabia.
1st Meeting of SMIIC Finance Committee (BOD/FC)
1st Meeting of SMIIC Finance Committee was held on 4 November 2019 in Makkah, Kingdom of Saudi Arabia.
During the meeting, Finance Committee members adopted the Working Mechanism of Finance Committee document.
Finance Committee requested from SMIIC General Secretariat to provide information on the status of Member States that have problem in paying their mandatory contributions to the Chair of Finance Committee. Finance Committee members decided to submit their recommendations to the consideration of SMIIC Board of Directors Meeting after the study will be finalized.
The Finance Committee members discussed on finding of possible SMIIC Financial Resources for upcoming periods and requested from Finance Committee members to review the examples of different similar organizations and to inform the committee at the upcoming meetings for further evaluation.
The Finance Committee members decided to hold the 2nd BOD/FC Meeting in conjunction with the 20th SMIIC Board of Directors Meeting on 06-07 April 2020 in Kuala Lumpur, Malaysia.
1st Meeting of SMIIC Strategy Committee (BOD/SC)
1st Meeting of SMIIC Strategy Committee was held on 4 November 2019 in Makkah, Kingdom of Saudi Arabia.
During the meeting, Strategy Committee members adopted the Working Mechanism of Strategy Committee document.
Strategy Committee members discussed the progress achieved and the revision on the SMIIC Strategic Plan 2016-2020 as well as established a working group who will work on the SMIIC Strategic Plan 2021-2030.
The Strategy Committee members decided to hold the 2nd BOD/SC Meeting in conjunction with the 20th SMIIC Board of Directors Meeting on 06-07 April 2020 in Kuala Lumpur, Malaysia.
3rd SMIIC Standardization Management Council (SMIIC SMC) Meeting
3rd Meeting of the SMIIC SMC was held in Holy Makkah, Kingdom of Saudi Arabia on 03 November 2019. During this fruitful meeting, important decisions have been made such as;
- the approval of the establishment of the new technical committees as TC 16 – Halal Pharmaceuticals Issues and TC 17 Handicraft,
- the assignment of chairmen to TC 4, TC 6 and TC 11.
The SMC Members also discussed the proceedings of the technical committees and a report to look at the different ways of improving the management and governance of the standardizations activities in SMIIC was requested from the SMC Secretariat.
SMC Members decided to hold the 4th SMIIC SMC Meeting on November 2020 in conjunction with the 15th SMIIC General Assembly Meeting in Madinah, Kingdom of Saudi Arabia.
19th SMIIC Board of Directors (BOD) Meeting
19th SMIIC BOD Meeting was held on 04 November 2019 in Makkah, Kingdom of Saudi Arabia and hosted by the Saudi Standards, Metrology and Quality Organization (SASO). The meeting was attended by the representatives of the members of the SMIIC Board of Directors.
As the important outcomes of the meeting, the new membership applications of Republic of Indonesia, State of Kuwait and Russian Federation (observer) were welcomed and approved by the Board of Directors which will be effective from 01 January 2020.
SMIIC Secretary General, Mr. İhsan ÖVÜT briefed the Board of Directors on the progress report of the each activity/action of the Major Strategic Activities/Actions document of SMIIC Strategic Plan 2016-2020 for 01/01/2019-03/10/2019 period as well as on the progress of the implementation of all mandates given by the previous Board of Directors Resolutions.
Chairs of Finance and Strategy Committees briefed the Board of Directors regarding the first meeting of the said committees which were held on 04 November 2019.
Chairs of the Standardization Management Council and Metrology Council as well as Vice-Chair of SMIIC Accreditation Council briefed the Board of Directors on the activities carried out since the 18th SMIIC Board of Directors Meeting. With specific to SMIIC AC, the election of Eng. Lana MARASHDEH, Director of Jordan Accreditation and Standardization Systems – Accreditation Unit (JAS-AU) as the Chair of the Accreditation Council ending on 31 December 2020 was approved by the SMIIC Board of Directors.
Also, Terms of Reference (ToR) of the SMIIC AC were approved by SMIIC Board of Directors with some modifications and the removal of the clauses (5.d and some part of 7.2) regarding the peer assessment and MLA.
The Board of Directors decided to hold the 20th SMIIC Board of Directors Meeting on 06- 07 April 2020 in Kuala Lumpur, Malaysia.
14th SMIIC General Assembly (GA) Meeting
14th SMIIC General Assembly (GA) Meeting was held on 05 November 2019 in Makkah, Kingdom of Saudi Arabia and hosted by the Saudi Standards, Metrology and Quality Organization (SASO). The meeting was attended by the representatives of the SMIIC Member and Observer States as well as the representatives of Organization of Islamic Cooperation (OIC) and GCC Standardization Organization (GSO).
The opening session of the meeting started with the recitation of verses from Holy Qur'an. H.E. Mr. İhsan ÖVÜT, SMIIC Secretary General delivered the welcome speech on behalf of SMIIC General Secretariat.
The message of H.E. Dr. Yousef A. OTHAIMEEN, Secretary General of OIC was delivered by H.E. Amb. Ahmed SSENYOMO, Assistant Secretary General for Economic Affairs of the OIC after the opening speech. H.E. Mr. Saud AL-KHUSAIBI, Secretary General of the GSO made their remarks.
Following the speeches of the heads of the invited organizations, the message of H.E. Dr. Majid Al-Qasabi, Minister of Commerce and Investment of Kingdom of Saudi Arabia was delivered by H.E. Dr. Saad Al-Kasabi, Governor of SASO.
The opening session ended with the vote of thanks and family photo.
SMIIC Secretary General, Mr. İhsan ÖVÜT delivered his speech by presenting a comprehensive report to the General Assembly explaining the progress of the mandates conducted and to be finalized in accordance with the previous General Assembly Resolutions.
Chairs of the Standardization Management Council and Metrology Council as well as Vice-Chair of SMIIC Accreditation Council briefed the Board of Directors on the activities carried out since the 13th SMIIC General Assembly Meeting.
The General Assembly approved the report of external financial auditor providing information on closing and establishing the annual accounts of SMIIC and the audited financial statements of SMIIC General Secretariat for the year ended -31 December 2018- in accordance with Article 9.4 of the SMIIC Statute and Clause 3.7 of the Financial Regulations.
The General Assembly also approved the SMIIC budget for the year 2020 as well as the allocation of the budget to the Member States based on the Annex I of the SMIIC Financial Regulations.
The General Assembly requested from General Secretariat to communicate with the OIC General Secretariat on determination of the status of SMIIC under OIC as a Specialized Organ for the completion of the necessary procedure within the OIC.
It was a very stimulating and fruitful meeting which had an extensive agenda and constructive engagement of delegates on the agenda items whose outcomes are expected to help SMIIC move forward.
The General Assembly decided to hold the 15th SMIIC General Assembly Meeting on 03 November 2020 in Madinah Al Munnawarah, Kingdom of Saudi Arabia together with SMIIC Organs’ Meetings to be hosted by Saudi Standards, Metrology and Quality Organization (SASO).
